Manpreet Kaur is the Director of Licensing and Regulatory Compliance at Neo Legal UAE, bringing extensive regulatory insight and practical experience across virtual asset compliance, licensing, and corporate structuring.

Prior to joining Neo Legal, Manpreet served as Managing Director of Licensing and Compliance at Cander Consulting, where she established and led a specialist division supporting global clients entering Dubai’s Virtual Asset sector, providing end-to-end services across entity incorporation, licensing, and post-licensing compliance.

Before her consulting leadership, Manpreet held a pivotal role at the Dubai Virtual Assets Regulatory Authority (VARA), where she was actively involved in developing and implementing the UAE’s regulatory framework for virtual assets. This direct regulatory experience has given her in-depth knowledge of VARA’s licensing processes, compliance standards, and supervisory mechanisms.

In addition to her regulatory background, she has worked at leading advisory firms including KPMG UK and PwC Middle East, as well as with UAE-based legal consultancies. Manpreet has successfully guided clients through securing licences with VARA, ADGM, and DIFC, supporting them in navigating the broader UAE regulatory landscape with confidence. Her expertise spans digital assets, fintech, corporate law, and cross-border structuring.

At Neo Legal, Manpreet focuses on delivering tailored, practical, and forward-looking compliance solutions. She works closely with virtual asset service providers (VASPs) to help them meet and exceed regulatory standards, ensuring operational readiness and long-term success.
