The UAE: the GCGRA framework

Since 2023 the General Commercial Gaming Regulatory Authority has been the single federal regulator for commercial gaming in the UAE — licensing a national lottery and integrated-resort gaming, with the Wynn development at Al Marjan Island the flagship. It is a high-bar, probity-driven regime: ownership transparency, source of funds, and Nevada-style compliance expectations. Outside the GCGRA perimeter, gambling remains prohibited in the UAE. Is commercial gaming legal in the UAE?
Only within the licensed federal framework. The UAE established the GCGRA in 2023 as the single federal regulator for commercial gaming, and it has since licensed a national lottery and integrated-resort gaming — most prominently the Wynn resort development at Al Marjan Island. Can I get a UAE gaming licence from the GCGRA?
The GCGRA operates a licensing regime spanning operators, suppliers and gaming-related vendors, with the early licences concentrated on flagship land-based and lottery projects. It is a high-bar, probity-driven process — ownership transparency, source of funds, compliance infrastructure. For most operators the near-term UAE opportunity is as a licensed supplier or vendor to the emerging market; we advise on eligibility, probity preparation and GCGRA engagement.
Can I run an online casino from Dubai?
Not serving the UAE market — online gambling aimed at UAE residents is not permitted outside the GCGRA framework. What international operators commonly do is hold an offshore gaming licence (Curaçao, Malta, Anjouan, Costa Rica) for the markets that licence covers, with the corporate group, technology or management functions structured internationally. That structure must be built carefully — licence jurisdiction, target markets, geo-controls, banking and the UAE nexus all have to line up lawfully.
Which iGaming licence should an operator choose?
It follows target markets, banking needs and budget. Curaçao is the volume choice — fast and affordable, with a reformed regime that has tightened compliance expectations. Malta (MGA) is the premium European licence: slower, costlier, but bank- and payment-friendly with EU credibility. Costa Rica and Anjouan serve specific models at lower cost. Many groups hold more than one, matching licence to market tier.
